Some tops add lift by inserting foam pads behind the bust, which pushes fabric forward. Others are built with a molded cup that has the shape formed into it, so the cup lifts and holds regardless of whether there is padding inside. The second approach works considerably better, and it is what most tops in this range use — with removable inserts so you can adjust how much shape you want rather than being locked into one.
Lift is a structural effect, and it comes from three places working together. Understanding them makes the difference between a top that delivers and one that just looks like it should in the photograph.
The cup shape does the visible work. A molded cup with a seam running under the bust supports from below and holds the shape it was formed into. A flat triangle of fabric cannot lift anything, however much padding sits behind it.
The underband carries the weight. This is the part almost everyone gets wrong: the band is what a bikini top hangs from, not the straps. If your top rides up your back through the day, the band is too loose — and going up a whole size makes it worse, because you loosen the band further. Tighten the band first.
The straps are secondary support and adjust the angle rather than the load. Wider straps distribute pressure across more of the shoulder, which matters most when the bust is heavier.
For fuller busts, an underwire top does all three more effectively than padding of any thickness. Wire lifts from underneath and holds inward at the same time, which is what padding fundamentally cannot do.

Press a finger inside the top of the cup. Any gap means the cup is too large and the lift is being wasted on empty space — a smaller cup with the same band will do more. Then raise both arms: if the band travels upward, it is too loose, and taking the whole size up loosens it further rather than fixing it. Finally look at the wire or seam line under the bust; it should sit flat against the ribcage along its whole length, not stand away at the center.
