Because tankini swimsuits with shorts cover the two areas a one-piece leaves exposed, without committing you to a single size.
The top handles the midsection. The shorts handle the hip and the top of the thigh — precisely where a standard leg opening runs out. Together they cover about as much as a swim dress, but you buy each piece in the size that actually fits, which a one-piece cannot offer.
There is a practical benefit too. Shorts stay put when you sit on a hot pool edge, climb a ladder or stand up from a lounger, and they stop the chafing a wet brief seam causes on a longer swim. Neither is glamorous, and both are the reason people who try the combination keep buying it.
Than a one-piece, sometimes — but for a reason that has nothing to do with the shape itself.
A tankini fits better whenever your bust and hips are different sizes, because you buy the pieces separately. A garment that fits looks better than one that nearly fits, every time, regardless of cut. That is most of the difference people notice.
Where a one-piece genuinely wins is a continuous line through the middle with no horizontal break. If the smoothest possible silhouette matters more to you than a precise fit, that is the trade. A longer tankini top over a high-rise short narrows the gap considerably, since the overlap removes the visible break.
Three-piece sets are worth understanding because they solve a problem the two-piece version does not.
A three-piece set is a top, a pair of shorts, and a brief underneath — so you can wear the shorts over the brief for full coverage, or drop the shorts and wear the brief alone. The question gets asked constantly and the useful answer is not a list of body types. What the combination actually does is put a horizontal line at two places — the top hem and the short waistband — and where those two lines fall is what changes the outcome.
Set the waistband at the natural waist and the top hem below it, and the line reads as a defined middle. Set the waistband on the hip and the top hem above it, and the two lines land close together at the widest point, which is the version people mean when they say the shape did not suit them. Nothing about that is fixed by a different body; it is fixed by moving the two lines apart.

The combination matters more than either piece alone, and getting it wrong is the most common complaint.
A tunic-length top over a high-rise short leaves no gap at all and is the most covered pairing available. A standard-length top over a high rise also works, with the overlap sitting at the natural waist. What does not work is a cropped top over a low-rise short — the gap ends up exactly where most people wanted coverage.
Short length is the other variable: a fitted boyshort stays closest to the body when swimming, a mid-thigh cut reads more like regular shorts once dry, and a board short is longer and firmer for surf use.
