There is no standard, which is worth saying first. The word stretches from a slightly higher neckline to a full-length garment, and two people using it often mean entirely different things.

Of the three, shorts stay put best in water, a skirt reads most like regular clothing on the beach, and a swim dress gives you the one-piece structure at the same time.
The complaint about covered swimwear is always the same, and it is a fair one: it turns heavy when wet and then clings in exactly the places you wanted covered. But that is a fabric and lining problem, not a coverage problem — and the two get confused constantly.
A quick-drying fabric with a proper full lining stays light and holds its shape whether it is wet or dry. A single-layer suit with more fabric in it does neither: it absorbs water, gets heavy, and the extra material clings rather than skims. The difference is invisible in a product photograph and obvious within five minutes of getting in the water.
Weight is the other half of the same problem. Fabric that absorbs water gets heavy, and heavy fabric clings — the opposite of what more coverage was bought for. It is the specific complaint people bring to this category: a suit that behaved perfectly dry and then spent the afternoon being pulled away from the body. Quick-drying fabric with a full lining behaves the same wet as dry, and that difference is invisible in a photograph.
