A modesty panel is a small piece of fabric sewn behind an opening to close it — most often behind a plunging neckline, sometimes across a low back or under a side cutout. It is stitched to the garment rather than being part of the main pattern, which is why it can look like an afterthought on the hanger and disappear entirely once the suit is on.
Two kinds turn up. A lined panel matches the body fabric and reads as solid; a mesh one closes the gap while keeping the cutout visible. Neither adds support, and that is the thing to be clear about before ordering — a panel changes what shows, not what holds.
Sometimes. A panel tacked in at three or four points comes out in a minute with a seam ripper and leaves nothing behind. One caught into the side seams is structural, and removing it opens the seam. The product photograph rarely tells you which, so the description is the place to look, and a panel that is meant to be removable is usually described as such.
For most people searching this, the coverage that matters is at the back. Full bottom coverage means fabric that reaches across the whole seat and stays there through sitting down, standing up and climbing out — as opposed to a cut that covers adequately in the photograph and resettles every time you move.
Here is the part that is specific to this shape. On a two-piece you can buy the bottom a size larger than the top and solve the seat on its own. On a one piece the seat, the leg openings and the body are cut as one pattern, so the amount of coverage you get at the back is decided before you choose a size — sizing up adds it everywhere or nowhere. Back height moves independently of everything else, and it is the half of the garment nobody photographs from the front. And it decides what the straps can do — a high back supports a racerback or a crossed strap, both of which stay put through overhead movement, while a low back pushes all the work onto the front and the underband.

These two words get used as though they were one. Coverage is a measurement — how much skin the garment sits over. Modesty is a context, and it changes with where you are going: a suit that reads as covered at a hotel pool can be the wrong call at a public lido with its own dress code.
The practical difference shows in what you would change. For more coverage, move the leg opening and the back height. For a modest cut, the neckline and the sleeve are what do the work, and a swim dress adds a skirt over both.
